The minutes of the October 22 Teleconference were approved once Steve adds a "subsequent note" that the draft-whistler-plane is to be published as an Informational RFC. Once done, Steve to place in public archives. 2. The IESG approved publication of Message Submission as a Proposed Standard. Steve to send announcement. 3. Action on Gateways and MIME Security Multiparts was deferred for Jeff Schiller to review and send comments to the IESG. 4. The IESG tentatively approved publication of Definition of the Differentiated Services Field (DS Field) in the IPv4 and IPv6 Headers as a Proposed Standard. Scott to review notes received and ascertain whether changes require an updated document, or if they can be conveyed via a note to the RFC Editor. The IESG also tentatively approved publication of An Architecture for Differentiated Services as an Informational RFC, once the above is approved. When done, Steve to send announcement. 5. The IESG deferred action on the following two documents: o IPv6 over Non-Broadcast Multiple Access (NBMA) networks o IPv6 over ATM Networks Keith to draft document that identifies personal privacy issues and of the potential dangers raised in using MAC addresses as part of a device's IPv6. Thomas and Jeff Schiller offered to help. This issue was raised in the context of using stateless autoconfiguration to generate an IPv6 address from a hardware (or otherwise constant) token (as in draft-ietf-ion-ipv6-atm-03.txt). 6. The IESG approved publication of The Simple and Protected GSS-API Negotiation Mechanism as a Proposed Standard. Steve to send announcement. 7. Action was deferred on SMTP Service Extension for Secure SMTP over TLS as a Proposed Standard as a new version is anticipated. Scott to review when submitted and let Steve know if any changes are required or if Steve to send announcement. 8. The IESG approved publication of URI Resolution Services Necessary for URN Resolution as an Experimental Protocol. Steve to send announcement. 9. The IESG deferred action on Limitations of Internet Protocol Suite for Distributed Simulation in the Large Multicast Environment as the Transport area review and analysis process is still underway. 10. The IESG approved publication of Independent Data Unit Protection Generic Security Service Application Program Interface (IDUP-GSS-API) as an Experimental Protocol. Steve to send announcement. 11. The IESG approved publication of Roaming Requirements as an Informational RFC, but only after the title is changed to Criteria for evaluating Roaming Protocols. AD to contact WG. If WG approves of new title, Steve to send announcement. 12. The IESG deferred action on IPPM Metrics for Measuring Connectivity . Bert to send notes to Scott and Vern. 13. The IESG had no problem with the publication of A Proposal to add Explicit Congestion Notification (ECN) to IP as an Experimental RFC. Steve to convey to RFC Editor. 14. The IESG had no problem with the publication of A Simulation Model for IP Multicast with RSVP as an Informational RFC. Steve to convey to RFC Editor, noting that the IESG wishes the Postscript version of the document also be published as an RFC. 15. The IESG approved creation of the Multicast Source Distribution Protocol (msdp) Working Group. Steve to send announcement. 16. The IESG approved creation of the Message Tracking Protocol (msgtrk) Working Group. Steve to send announcement. 17. The IESG approved reactivating the IS-IS Working Group with a new charter and milestone set. After removing the possible future task list, Steve to send pre-announcement to the IETF and new-work lists. Steve to send new WG announcement one week later. 18. The IESG requested the words Exchange Format be ADDED to the Intrusion Detection WG name. This previously approved WG has still not yet been announced due to the secret administrative information to be provided in clear text (hi Jeff :-) 19. To avoid flogging, ADs will specifically examine the Security Section, use of captialized words (MUST/MUST NOT, etc.) without clarifying how those terms are to be interpreted, and IANA considerations when applicable. These items must be included in the Protocol Action write-ups. 20. Harald and Bert announced that they are closing down the LSD Working group. Steve to send announcement once the status of the active LSD Internet-Drafts is determined. 21. A number of participants were irritated that Steve had not posted the IESG approval announcement for the draft-ietf-ipsec-cbc document, opting instead to re-poll the IESG members. Steve conveyed his reasons. Steve reminded the IESG there is nothing in the standards process requiring the IESG to suspend protocol actions when an appeal has been raised, much less being told an appeal has not but will be raised. The IESG reiterated its approval of the ipsec-cbc document. Joyce, Scott, and the IESG lawyer will meet telephonically to discuss the existing situation of Bill Simpson's CBC complaint and draft a response to Bill. 22. Steve closed the call reminding everyone that the next telechat (November 19) was the last telechat before the Orlando meeting.
